Cuban police sniffer-dog program is used broadly, and draws doubts

A Cuban police dog sniffs a murder weapon and is then set to sniff six bottles holding the scents of suspects, just some of the thousands of odor swabs warehoused in a Havana police building. “Down with Raúl” appears on a wall, and police put a dog on the writer’s scent.

Cuba indeed puts police dogs to work in an eerily broad range of cases, not only finding fugitives and illegal drugs but warehousing the bottled scents of thousands of suspects so the canines can later identify criminals and political dissidents.

Havana has proudly and publicly claimed that crime investigators regularly solve cases with dogs and human scents gathered from crime scenes and suspects, which it argues are almost as unique as fingerprints.

“In the past 12 years, there have been more than 3,000 cases in which, based on scent, it has been possible to establish the identity” of criminals, Rafael Hernández, a criminology professor at Havana University, wrote in a 2003 paper titled La Odorología Criminalística en Cuba.

He went on to describe details of the police dog program, among them the preservation of scents in pickle-like jars, the warehousing of the scents for up to five years and their use in olfactory versions of line-ups, with six bottles instead of suspects.

But U.S. experts say such broad use of dogs, especially the bottled and warehoused scents, are highly questionable in terms of evidentiary value in court, and thoroughly draconian when applied to political dissidents.

At least 5 suspects taken into custody after hijacked plane lands at Mexico City airport

MEXICO CITY (CNN) — Five to seven people were taken into custody Wednesday after a commercial airliner carrying 104 passengers from Cancun was hijacked en route to Mexico City’s airport.

The hijackers — possibly Bolivians or Colombians — aboard the Boeing 737 Aeromexico jet said they had a cardboard box containing a bomb, which they threatened to blow up if their demand to speak to President Felipe Calderon was not met, CNN affiliate TV Azteca said.

The jet was moved to a remote area of the airport, and passengers carrying their hand luggage walked slowly down the stairway to the tarmac.

“It was very difficult, but the pilot told us to remain calm,” said one passenger, who added that many of the other passengers were families returning from vacation in Cancun.

The woman said the hijackers never spoke to them during the 45 minutes they were held.

“We were scared,” said another woman. “But it seemed like things got under control when we came down. We were immediately surrounded when we landed by federal police.”

The woman, who had been seated in the middle of the plane, said the hijackers were in the front of the plane.

The incident began at 1:40 p.m. (2:40 p.m. ET), as the plane — Flight 576 — arrived from Cancun.

Calderon was in the presidential hangar in the airport preparing to depart when the incident began, leading him to cancel his planned flight, the station said.

Mexican Airplane Hijacked Out of Cancun, Flown to Mexico City Airport

DEVELOPING: All passengers have left an AeroMexico passenger plane that was hijacked at the airport in the resort area city of Cancun and flown to the airport in the capital of Mexico City.

The hijacked plane, a Boeing 737, landed safely and is on the runway at the airport, according to Mexico’s Transport Minister Juan Molinar. Mexican security forces are at the airport.

At least three men, reportedly of Bolivian citizenship, seized control of the plane and threatened to blow it up unless they were allowed to speak to Mexico’s President Felipe Calderon, according to Web sites El Universal and Reforma.

Local television reports said that there were explosives onboard the plane.

The plane was carrying 104 passengers and was bound for Mexico City, according to Mexican network, TV Azteca.

Chavez threatens military action over Honduras coup

CARACAS (Reuters) – Venezuelan President Hugo Chavez on Sunday put troops on alert after a coup in Honduras and said he would respond militarily if his envoy to the Central American country was kidnapped or killed.
